The NEOM Green Hydrogen Project—set to become the world’s largest integrated green hydrogen and ammonia facility—has passed the 80% construction completion milestone across all sites. This landmark development underscores the progress being made on one of the most ambitious renewable energy ventures globally, designed to revolutionize clean fuel production and exports.

Massive renewable energy infrastructure

The project integrates a diverse portfolio of renewable generation assets to power large-scale green hydrogen production:

  • Wind Power: Installation of 257 wind turbines will deliver 1.6 GW of clean wind energy.

  • Solar Power: A solar farm equivalent in size to Manhattan is being built to generate 2.2 GW of solar capacity.

  • Transmission Grid: A dedicated 4 GW transmission network is under construction to distribute renewable energy seamlessly across the project area.

This infrastructure will enable the facility to produce up to 1.2 million tonnes of green ammonia per year, exported via a purpose-built jetty to global markets to support decarbonization efforts.

Global consortium and key contractors

According to EPCIntel.com data, the project is being developed by the NEOM Green Hydrogen Company (NGHC), an equal joint venture between ACWA Power, Air Products, and NEOM.

  • Air Products serves as the primary EPC contractor and system integrator, responsible for engineering, procurement, and construction of the hydrogen and ammonia facilities. The company also holds the exclusive 30-year offtake rights for all green ammonia produced. The EPC agreement is valued at USD 6.7 billion.

  • Larsen & Toubro (L&T) has been appointed EPC contractor for the solar and wind farms as well as the transmission grid that will carry renewable power across the project site.

Technology providers and equipment suppliers include:

  • Thyssenkrupp Nucera – delivering large-scale electrolysers.

  • Baker Hughes – supplying hydrogen compression units.

  • Topsoe – providing green ammonia synthesis technology.

  • Consolidated Contractors Company (CCC) has managed the complex installation and assembly of electrolyzer buildings, overseeing thousands of modules, cells, piping systems, and structural elements.

  • Shearman & Sterling (now A&O Shearman) has acted as legal advisor, handling financing, shareholder agreements, construction documentation, and regulatory frameworks across multiple jurisdictions.

Strategic Impact

Once operational, the NEOM Green Hydrogen Project will stand as a flagship for Saudi Arabia’s Vision 2030, positioning the Kingdom as a global leader in renewable energy and clean fuel exports. By producing and exporting green ammonia at scale, the project is expected to play a pivotal role in decarbonizing heavy industries and transportation sectors worldwide.
